Loudoun County Public Schools is Hiring a Supervisor, Accounting Near Ashburn, VA

Position Overview

The Accounting Supervisor is responsible for the accounting functions in the Department of Business and Financial Services.

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:

  • Collects accounting data, formats reports, researches, and answers questions regarding reports; exercises supervisory responsibility for and directs assignments of accounting employees; manages the process and recording of all financial transactions of LCPS in the general ledger and sub-ledgers; manages issuance of approved disbursements for all funds from the County, State, and Federal Governments and other sources.
  • Interprets and recommends implementation strategies of generally accepted accounting principles and pronouncements related to the Governmental Accounting Standards Board and other organizations.
  • Supervises the preparation of financial and statistical reports for the financial management of school system funds; reviews the monthly financial report and prepares monthly comments for the Director of Financial Services; approves correspondence related to accounting matters to appropriate staff; advises, consults, and communicates with program managers on accounting issues.
  • Prepares LCPS Comprehensive Annual Financial Report (CAFR) and submits to the Association of School Business Officials International (ASBO) and Government Finance Officers Association (GFOA).
  • Manages standardization and development of Student Activity Fund (SAF) software application used by all LCPS schools; manages preparation of system-wide and individual school annual financial reports from SAF legers; provides advice on the effectiveness of internal controls as applied to financial operations within LCPS; conducts workshops relating to financial reports and procedures for school administrators and central office staff.
  • Manages specific Oracle Enterprise Resource Planning (ERP) financial modules; recommends management processes for access to Oracle modules in accordance with LCPS internal control procedures and best practices.

Qualifications

Below are the qualifications for this position:

  • Bachelor’s Degree in Public Administration, Business, Accounting, or a related field
  • Five years of experience in public school finance or accounting, and supervisory experience of professional, technical, and clerical staff
  • Possesses knowledge of the theory, principles, practices, and techniques of public sector accounting and financial management systems
  • Expert knowledge and experience with developing Excel or Access databases
  • Demonstrated professional and personal characteristics necessary for working effectively with school personnel and members of the community
  • Strong organizational, communication, and interpersonal skills
  • Ability to work under pressure in a fast-paced accounting operations environment
  • Able to analyze and evaluate payroll accounting procedures and make recommendations for efficiencies within the accounting function

The employee must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Pay Scale: Universal 21

FLSA status: Exempt

Months/Days/Hours: 12 months, 248 days, 8 hours per day

Reports to: Director, Financial Services

Telework Eligible: Partial

Salary Range: 97,100 to 156,195 annually

Telework Disclosure

Employees who perform the responsibilities of the above position have been identified as having the potential to telework. Telework is defined as completing one's duties and responsibilities at a site other than one's assigned duty location. In order to be eligible for telework privileges, an employee must have demonstrated consistent, positive performance and have the support and approval of their direct supervisor. In addition, these employees must have reliable high-speed internet and a designated workspace that allows them privacy while completing sensitive and confidential work. Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek. Teleworking privileges can be amended, changed, or revoked based upon the performance of the employee, as well as the needs of Loudoun County Public Schools.
